Loretta Gragnani Appointed to County College of Morris Board of Trustees
New Officers Also Elected to Serve through November 2026
County College of Morris (CCM) is pleased to announce that Loretta Gragnani has been appointed to its Board of Trustees by the Morris County Board of County Commissioners. Trustee Gragnani joins a distinguished board led by Chair Paul R. Licitra; Vice Chair Lauren C. Inganamort; Treasurer Donna T. Pepe; and Secretary George J. Milonas, ’98. Continuing their service on the Board are Dr. Nancy H. Gartenberg, Dr. Barbara L. Hadzima, Justin R. Lash, James B. Loveys, Hector H. Mislavsky and Alumni Trustee Landon Tanyeri, ‘25.
Board of Trustees Chair, Paul R. Licitra, currently serves as office administrator for Senator Parker Space, Assemblyman Mike Inganamort, and Assemblywoman Dawn Fantasia, and serves as the Sergeant of Arms for the New Jersey Senate. He also has extensive insurance experience spanning more than 45 years and covering all aspects of risk management for large domestic and international clients. In the public sector, he served as mayor of Mount Olive from 2000-2004 after serving eight years on the Township Council. He earned his bachelor’s degree from St. John’s University, where he also taught as an adjunct professor in the Tobin College of Business. He also served on the board of directors for the Brigadier General William C. Doyle Veterans Memorial Cemetery and was a commissioner of the New Jersey Agent Orange Commission. Licitra has served on many local and county planning and zoning boards, as well as being part of various state commissions.
Lauren C. Inganamort, Board of Trustees Vice Chair, is the Director of the Educational Foundation of the Chesters. She previously served as Manager of Global Compliance at Tiffany & Co. in Parsippany, where she was responsible for the development, execution and management of compliance programs and risk assessments. She received the company’s Finance Achievement for Commitment to Excellence Award for exceptional dedication and service. She holds two bachelor’s degrees in engineering and a master’s degree in engineering management from Dartmouth College.
Board of Trustees Treasurer, Donna T. Pepe, a marketing and public relations executive, was the founder and CEO/President of Communications Strategies (CSI), specializing in pharmaceutical marketing & public relations. CSI was one of the fastest-growing independent marketing and communications agencies in New Jersey, garnering many prestigious awards during the 20 years in operation. Pepe also was lauded throughout her career for her creativity and marketing savvy, as well as her dedication to raising up other women in business. She was and still is a champion of women’s rights. Prior to starting her company, she spent 10 years at Johnson & Johnson (J&J) building the company’s pharmaceutical sector’s first in-house marketing communications department. Pepe rose through the ranks at J&J to become its first woman vice president in that sector, elevating the issue of women’s health and making many products into household names. Before her CCM board appointment, she spent time creating and rolling out a rebranding campaign complete with TV, radio, social media and print advertising for CCM. Pepe was a long-term member of the Healthcare Businesswomen’s Association, served for three years on the board of directors at Dress for Success Morris County and was a founding member, secretary and chair of public relations and marketing of Emerge New Jersey. She was one of the first women awarded the Best Businesswomen in New Jersey award by NJBIZ.
Board of Trustees Secretary, George J. Milonas, is an accomplished corporate compliance and risk management leader with extensive experience working with multinational companies specializing in the strategic design, implementation and oversight of global regulatory compliance and enterprise risk management programs. He began his higher education at CCM earning an associate in science degree in criminal justice in 1998, received his bachelor’s degree in sociology from Centenary University and his master’s degree in administrative science from Fairleigh Dickinson University.
Dr. Nancy H. Gartenberg, a lifelong public educator, serves as the Executive County Superintendent in Morris County, overseeing 41 school districts with more than 70,000 students. She holds a doctorate in education with distinction from Rider University and serves as a Board Trustee for the Morris County School of Technology. Dr. Gartenberg is also a court-recognized educational expert witness. She earned both her bachelor’s and master’s degrees from Georgian Court University in Lakewood, New Jersey. An experienced educational leader, Dr. Gartenberg has served as a school superintendent, principal, teacher, and coach, bringing decades of expertise to her work supporting Morris County’s schools and communities.
Loretta Gragnani is a dedicated community leader, former small business owner and active volunteer with more than 30 years of experience in business management, civic engagement and public service. Loretta has held numerous leadership roles for the Township of Parsippany-Troy Hills, including serving on the Township Council from 2016 to 2023, where she was council president, and currently serves as chairperson of the Zoning Board of Adjustment. As co-owner of KBI (Kitchens Baths Interiors) in Lake Hiawatha, she also co-founded the Lake Hiawatha Business Association. She is guided by strong family values, and, as the spouse of a deceased U.S. Navy veteran, is a passionate advocate for supporting and honoring veterans. Loretta’s extensive volunteer service includes leadership roles with Relay for Life (American Cancer Society), Parsippany Republican Club, Parsippany Day Care Center, St. Ann R.C. Church, Northvale Elementary School Parent Teacher Association, and hurricane relief efforts following Irene, in addition to working with Municipal Alliance to partner with the Parsippany Police Department and Police Athletic League. In recognition of her service, Loretta has received the New Jersey State Volunteer Award, the Parsippany-Troy Hills Outstanding Achievement Award and the Italian American Woman of the Year Award.
Dr. Barbara L. Hadzima is a retired middle school administrator and college adjunct. She has participated in the Chinese Bridge Delegation (Hanban/Confucius Institute Headquarters) to Chinese Universities and to South Korea which focuses on school visits and cultural activities. Additionally, she was sponsored by New Jersey for program studies at European concentration camps and at Yad Vashem in Israel. Hadzima then assisted with the development of the mandated New Jersey State Curriculum Guide to teach Holocaust/Genocide. She earned her doctorate in educational leadership from Seton Hall University, her master’s degree from Kean University and her bachelor’s degree from the College of St. Elizabeth.
Justin R. Lash is a seasoned communications and consulting professional with more than 25 years of experience. He is a Vice President within the Workplace Consulting group at Fidelity Investments and serves in multiple leadership positions. Lash believes strongly in volunteerism and serves his community in many capacities, including on the Randolph Rescue Squad and Randolph Township Baseball Commitee. He is also a nationally registered Emergency Medical Technician (EMT) and rides regular shifts as a volunteer EMT. Lash holds a bachelor’s degree in history and psychology from Purdue University and a master’s degree in corporate and organizational communication from Fairleigh Dickinson University.
James B. Loveys is a managing member of Grove Associates, a real estate management and development firm. Loveys has overseen the construction of several residential housing developments and retail projects in northern New Jersey. He earned his bachelor’s degree in economics from Middlebury College and is a lifelong Morris County resident. Over the past 20 years, he has served the Randolph community in several different leadership capacities, including as Deputy Mayor and Mayor. His service to the community extends as a volunteer coach and committee member of various township recreation programs.
Hector H. Mislavsky an accomplished senior executive and leader with extensive consulting experience in pension actuarial science and human resources, primarily in due diligence on mergers and acquisitions activity and post-merger human resources integration. Now retired, Mislavsky formerly served as a partner in the Human Resources Transaction Services practice at PricewaterhouseCoopers. More recently, he has taken on executive and management coaching assignments. Mislavsky has been active with many community organizations. He is a current Board member for ARTS By The People and the Lakeland Youth Symphony. He is a past Board member for Cornerstone Family Programs and the Morris Educational Foundation, where he served as board chair for both before stepping down. He received a bachelor’s degree in business administration from Rutgers University.
